There's mainly two explanations for that:
A) One Piece is extremely repetitive, and the longer it goes on, the more peopel notice this and get bored. It's simply not a good manga once the novelty factor wears off.
B) One Piece is aimed at children like pretty much no other manga: Flashy, over the top artsyle. Extremely simple plot. Cardboard cutout characters. It's something people growe out of. And the sheer length of the manga keeps new young readers from picking it up.
