Nah, just one of the minor villains (or tragic heroes) who appears in many of the iterations/adaptations of the story. And Cutie Honey has lots of adaptations in anime and manga form. Ironically, she doesn't die in the original Cutie Honey manga (at least we don't see her die there). Nor in the other story (Animal Kedaman) she appeared in before Cutie Honey ever was a thing, where you could say she's originally from.
