On one hand it was just released so it probably did not attack with it's full force, since it was coming around for a second, stronger one. Having the power of a million zanpaktou, is hardly saying anything, since it was shown that one blade can outclass tens of thousands. On the other hand Ichigo himself was at the peak of his power since he basically manhandled 3 lieutenants.
