I liked it. EoE's ending wasn't really proper though, because he reaches a good conclusion inside the black moon, but still the world isn;t salvageable and Shinji/Asuka are probably doomed.
Perhaps if Shinji had reached a shitty conclusion inside instrumentality, but he didn't, creating a moral ending and narrative ending that didn't mix well.

I think the idea was that the MP-Evas under their control would let them control how instrumentality proceded - until Rei hijacked them.

They make some mention about how they wanted more than 9 units to do it, but decide to procede with the 9 they had anyway, so there was no magic number to hit for the ritual, it might have just been additional assurance their plan would work.

In as much as killing the remaining angel was exactly what Seele had wanted before they were willing to proceed.
Gendo presents as denying Third Impact altogether when Seele demand the tools from him to do it, but he clearly doesn't mean that. From his dialogue later with Rei, I got the idea that he goaded them into attacking because he needed them to have started with the MP Evas and 01 before he used Rei to hijack it all.

I find that to be interpreting his words too narrowly. I took it as, "huh, so this is what I actually wanted all along: what's really my prize after all I've done".
I felt he knew there was no real way he was going to get a happy reunion with Yui upon completing Instrumentality (he'd have LIKED it, but that's not what his conscience and metaphysical Tang-threshold event would give him).
We have to remember that part of EoE's point is to establish is that Gendo is just as, if not even more, pathetic than Shinji is. He's been Yui's catspaw the entire time, as he commits atrocity and atrocity and betrayal after betrayal in order to bring about the success of the Project on HIS (and more accurately, Yui's) terms rather than SEELE or the UN.

Well, that's the point - he's depressed, socially inept, shy, awkward, afraid, anxious, etc. He's still a kid. He's not some hot-blooded dude who's got confidence for miles, he's an emotionally neglected, lonely boy who's got daddy issues and can't stand up for himself unless he's with his mommy robot.
