Kishimoto took the time off he had between the parts to simplify literally everyone and made them all easier to draw. The characters' clothing by far was what took the biggest hit and then after that it got even worse what with him shoving the same headband and chuunin vest on the entire army and all of the Akatsuki sharing outfits.Everyone was a lot flatter looking too after part 1 too. Kishi also started to get less stylistic as part 1 went on as well, but it was very gradual and nothing blatant like the time skip. Even really early 1 had him choosing to replace Naruto's goggles because they took forever for him to draw, thus the hitai-ate were born.
