One piece is a machine that controlled the weather. It fucked up really badly and completely fucked with the world, causing random weather patterns in the grand line. Weather has been a huge theme in the manga, and at the center of it all is the advanced futuristic land of Raftel. Raftel is is an abandoned area that looks like a nuke hit it's epicenter (the machine one piece). The calm belt was also meant as a way to Travers the world within a weatherless, safe, passage.
