Technically he did, but when you consider how busy Naruto is at PEACETIME with computers to make his workload easier, then Hiruzen couldn't have had time to raise Naruto anyway which puts it right back into occasionally checking up on him like he did in the main series.

This is a universe where the entire village apparently hated the son of one of their most loved leaders and they had full knowledge of his sacrifice. The concept of a jinchuriki (or however the fuck you spell it) wasnt new, so for the whole village to look an go "that fox child" makes literally zero sense and not a single fucking person going "how about we spit on our martyr's kid and never train him to contain his power so it can be released again, oh and make him live alone. Because fuck him."

That's because Ebisu didn't know about the seal and Jiraya only knew about seals due to being semi close to Kushina in the first place. That training he got enabled him to get sage mode and Rasengan. Sure Jiraiya could have tried similar training later, but the seal itself meant that Naruto's natural stubbornness would make him work even harder at his chakra control when stuck with what was an impossible task at the time. He needed Jiraya's training, but in everything afterwards it was Ebisu's training that laid the groundwork for Naruto's next powerups.

What Jiraiya couldn't have possibly accounted for is Danzou collaborating with Hanzou to assassinate Yahiko and Madara having given Nagato Rinnegan in order to manipulate him. That was an extremely unlikely combination of events. Barring those events. Yahiko's original Akatsuki would've improved Amegakure for all orphans which is a much better outcome than adopting just three random orphans.
