I'm not surprised that they're upscales, the question is from where. Even the JP DVDs are pretty messed up with bitrate starvation and odd cropping.
If the BDs are upscaled from before the DVD video assfuck (anamorphic and interlaced), then it's still an improvement.

I just checked what resolution my PPD files are and the answer is 704x396. Guess even the worst upscale would be an improvement.

That would be the TV version. Basically everything was redrawn for the DVDs.
The JP DVDs are something like 706x478 interlaced and with various Shinbo fuckery to the framerate.
