Eh they've both had the same problem of having their backstories hidden. Oda tends to make readers care about characters via a backstory. Momo and kinemon were mostly gags up until Zou, where Momonosuke became more fleshed out. You never know, in my view she's the most likely to join because she is unrivaled in term of plot relevance. If I hadn't seen the YT banner I probably wouldn't have thought that way, but that illustration definitely raised my suspicion.

I still think it's feasible for Carrot.

The series has gone out of its way to show her as having really good sight and specifically acting as the crow, a traditional role on ships (at least as far as popular conception is concerned) that has gone unfulfilled for a long time.

WAY back in Marineford Jinbe pulled off the seemingly-impossible task of piloting the Impel Down Escape Ship all the way up to the top of a massive tidal wave created by Whitebeard, a feat not dissimilar to what we saw him pull off in Whole Cake Island when he was definitively on the way to joining the crew, and now we know his job is gonna be helmsman. So there's already an interesting parallel there.

I also think that Carrot is just forming meaningful relationships with the crew in a much more real way than other allies they've made. The relationship she's developing with Chopper and how she can screw around in the same way as the goofball trio (Luffy, Usopp, Chopper) feels pretty unique to her. We've had characters form bonds with them like Shirahoshi and Rebecca, but they needed to be saved. Carrot is the first female character we've seen who can hold her own in a while.

I mean, it could still be anything. Bon Clay was certainly close enough to Luffy in Impel Down and he's not in the crew now, unfortunately. Carrot could just wind up an ally. And I feel like she hasn't had her bonding moment with Luffy that's essential for joining the crew, but then again I always kinda feel like Franky never had one either. But she also seems to have a pretty solid dream of seeing the world beyond Zou, which I think puts her ahead of a lot of characters we've seen.

So yeah, solid combatant with cool abilities and unique fighting style, gets along well with the crew, has talents that'd be useful on the ship, has a dream. I think she's a pretty good candidate for crewmate. I'd be happy seeing her as leader of the Mink alliance or whatever, but I'd be happier seeing her on the Sunny.

Impossible because the Production Committee will VETO that plot idea. So Oda would not do it as he should be able to tell what the Production Committee is going to approve or disapprove for the ongoing character development.
