I think it's ambiguous in the show by itself, wins for Asuka in EoE and the manga, but I feel like Rei is winning overall in Rebuild so far, just the constrast in outcomes between when Asuka is trapped by an Angel and Rei being trapped by one. Shinji goes way, way further to try to save Rei than Asuka, saying the world can go to hell as long as she's alive.

By the elevator scene I assume you mean the one with Rei and Asuka in Rebuild where its clear she likes him. That one is also true for manga Rei who had some romantic feeling for Shinji given this page.
As for Shinji fucking up the world in Rebuild, it could have either been genuine love, a sibling love, or simply resolving himself to do everything to save a friend and not fail again after he failed another last time.
