The best English I've heard in an anime was from the foreign girl in Ika Musume, of all things.

The worst was that plane scene in Seitokai Yakuindomo. It had subs and I still couldn't understand it.

Akino and the rest of Bless4 all do English well because they're Mormon and grew up in Utah. They're also not seiyuu, though. With Yukarin, yes.

Not sure if German is really his first language. He can almost pass as a native German speaker, but his pronunciation is a little bit off two times, and even without seeing his face first my guess would have been Japanese. But he has definitely spent a decade or two in Germany, among Germans. You don't learn this casual dialect from a textbook or a teacher.

I've noticed that if a Japanese (and some South Koreans) singer is fluent in English, they'll almost always try to flaunt it by throwing English words into their songs. Utada Hikaru and Nano in particular do this a lot.

That's because they wrote english in Katakana not in latin. So they read it in japanese pronounce, like the word Speed in japanese it's スピード read as Supido.
