Satsuki never told anyone to kill anyone else, she explicitly told her Elite to not even fight Ryuko hence Uzu having to get permission to do so with the understanding that there would be severe consequences for failure after stepping out of line. She never overpowers Ryuko after true sync is acquired in episode 3. And "determined that ryuko wasn't worth fighting with" was still leading up to her character arc's climax. Which was the boat bow.

Confirmed did not watch the show. Everyone knew it was over the second the seed collapsed, and began to celebrate with live camera feeds in frame of other cities. It was over. The sisters only share 1 line after Ryuko returns to earth, and that was just a "welcome home."

That was both post fight club, and her elite had value outside their combat abilities as organizers/leaders in her army. They had long since proven their loyalty so long as they stuck to their orders. And their fights during the elections when officially sanctioned to fight Ryuko were not fights they were ever expected to win, it was to see the end limit of the 3 star uniforms with some slaps on the wrist to fulfill a rules requirement. From the start Ryuko was a sword, per her original line of thinking if the sword does not cut you cast it aside in favor of others. If Ryuko could not fight she could not stand against Ragyo, to let her try anyway would have been pointless. Which she basically tells Ryuko to her face when the time comes.

At no point did she say that Ryuko was a threat. Ryuko was from the start "interesting". She had potential to be useful as a weapon, again in line with her character at that point. If Ryuko was a "threat" then she would have never ordered her army to literally "let her be." every time Ryuko retreated to lick her wounds. In fact she admitted that there were only two outcomes with their conflict during fight club. Either Ryuko would destroy Honnouji proving to be more useful to saving earth than all Honnouji combined, or be "assimilated" into the system and strengthen it by forcing weaker elements to drop out of her army's command structure.

Satsuki never changed her thinking "on a whim", it was her character arc over the whole show and at no point did it include murder of anyone other than Ragyo. Even Ragyo's diehard supporters were allowed to live via capture during the mansion infiltration, or allowed to run like Rei. She tested Ryuko, and was happy to be proven wrong about her assumptions about humanity each and every time culminating in her admission on the boat.

If that was the question: She never needed them to win. Uzu was already the leader of all the gangs in Northern Kanto proving he was an able commander of what amounts to an organized militia. His personal combat skill while useful was not required. Ira was duty bound to death before dishonor in saving the innocent from oppressors, he showed his resolve by vowing that she could not make him bend his knee to the ground through unjust violence. He "lost" the fight to her, but even then he kept his word by staying on his feet while out cold. The perfect man to mold her army into a disciplined fighting force outside direct combat training.
