Because Pierrot actually employs some incredibly skilled people. Legend of the Millenium Dragon is easily one of the most well animated movies of the decade. Working on Naruto for all those years gave them spectacular understanding of combat choreography, too.

God the fight scenes of Naruto were on point. There's a fluidity and impact to the action that other shonen just doesn't have. Fate/Stay Night isn't shit compared to this.

Every single fight uses strategy. Naruto vs. Pain is peak strategy.

The plan itself is pretty clever, but it's also fleshed out. He knows exactly how many clones he can leave behind and exactly how many he can use in battle without fucking himself up and accidentally undoing the jutsu at the wrong moment.

Sasuke vs Itachi has shitloads of prep

Sasori's entire style of fighting relies on prep
Any Shikamaru fight is based on prep

Characters simply started to ignore prep once they had Susano or Kyuubi cloak, simply because they didn't need prep or didn't have the necessary time. Once Nardo and Sauce were on that level, the only ones able to touch them were Obito and Madara. Even the Naruto vs Sauce fight had prep integrated despite the fluent transition from war to final duel.
