Are you talking about art design, animation, storytelling, budgets? I can find examples of shows after 1980 that improved on all of these. And I still like 1980s shows.

Moe is not a problem. First of all, it existed as far back as the 1960s. Second of all, some of the best shows have moe, including those in the 1980s. People like you just love to cherry pick low budget modern shows while comparing them to OAVs and movies from the 1980s.

Not good shows, but moe was everywhere in the 80s. From Gundam to Kimagure Orange Road and Urusei Yatsura. People seem to think moe is a style like K-On. But it's more of just the general feeling of what Japan thinks of as cute during certain times. For example, in the 90s, Ami, Tomoe and Rei were the "moe" characters. Despite not being cute by today's standards. In the 80s, it was ditzy genki girls.
