KyoAni probably thought that visuals would be enough to sell the show, as well as heavy promotions. It worked to some extent, but not enough for it to be overshadowed (by at least three shows in Japan, or by Franxx in the West). VEG sadly is pretty much symbolic of what's happened to KyoAni in recent years: they've lost their touch when it comes to writing.
