They're symbolism that represents lack of symbolism. The penguins themselves are symbolic, so it's impossible for the penguins and what they represent (lack of symbolism) to be on-screen at the same time. They're an inherent contradiction, but they exist anyway. It's supposed to echo how the main characters are both alive and dead simultaneously.
