As for Chihiro, if you recall her father was working abroad after a promotion, but despite trading messages and talking over the phone he is feeling a bit lonely so Chihiro´s mom decided to go visit him for a few days, figuring chihiro can manage by herself for a while.

Yugami mentions his desire to his mother, which is overheard by his grandmother, who argues with his cousin (that´s working a part time job and already lives on her own) over it being too soon. And then Chihiro shows up shopping for supplies and is told about it, just show how the female information network operates.
Chihiro later finds Yugami checking out the costs of renting an individual room (5100 yen for 6.5 square meters?), which he finds expensive, while Chihiro basically brags about being able to live on her own before him, unless I´m looking at it wrong.

In reality, Chihiro has started to feel terribly lonely, and misses her mom taking care of her. To her surprise, Yugami shows up at her doorstep to bring some gifts from Suzune (who ran straight home with them to avoid the rain) and to see Chihiro´s ways of living alone for himself.
Chapter 66 ends, and so does volume 13.

So even though Yugami bolted off to her house so fast he even went with sandals rather than shoes, he really meant to leave after leaving the goods but had to stay when the rain started pouring.
He admires how much the goldfish grew, teases chihiro over not knowing the fusebox´s whereabouts, and talks with Suzune about how long it will take until she is able to come over.

Do you understand like snippets of japanese and use your very basic knowledge combined with the context of what is drawn in the panels to puzzle together a summary or is it just 100% deducing what is happening through the visuals?

The wife audition is not going well, since Chihiro hasn´t been house cleaning and needs Suzune´s advice to decide on what meals to make. After seeing the ingredients, Yugami wants to try out cooking some fried mackerel, and Chihiro wonders why is Yugami trying to simulate living alone in her house.

So not even Yugami can learn to cook just by watching a tv show. Despite the sloppy work, they keep making the dish and realize they don´t have enough ingredients, so they try to ask Suzune to bring them over but she is otherwise occupied. Yugami wants to get them himself, rain be damned, but Chihiro convinces him that being able to adapt is necessary if he wants to live alone, and they compromise on making a stew with what they have.
Also I know it looks like she just enticed him to stay with her wiles, but it´s totally innocent I swear.

Back in Yugami´s household, the situation changed. Grandma is willing to let Yugami live on his own, provided he goes visit her every two weeks. So his dad made a deal: he will give Yugami permission to live on his own, and even will get him a nice part time job BUT that´s only if he wins the regional qualifiers and reaches Koshien.
When he annouces his new found determination to Kuzumi, she is so ecstatic that she doesn´t even mind he isn´t doing it for the sake of the school. Chapter 67 is over, in the next Yugami-kun gets serious.
