Watching the original anime and reading the early chapters of the manga, the impression I got was more as the male version of the Sexy Big Sister/Party Girl Babysitter character archetype.

That facade he puts on for the rest of the world is meant to throw you off, most of the characters in this series aren't meant to be taken at face value and are far more than what you see but Shigure especially.
