Tsutsui congratulated Negi for 5toubun getting S2 and Negi thanked replying that he's watching Bokuben and hoping for it to get S2 and S3 with its momentum. Some say it was a genuine courtesy since they are friends others say that since Bokuben's Anime arguably has any momentum that Negi is being sarcastic.

Because authors generally have a chosen girl that they decided would win beforehand. The overarching plot is supposed to reach that conclusion. Changing it midway virtually never happens, which is why even the more popular girls still lose often. This is why most people correctly expect either Fumino or Rizu to win, if it isn't simply a copout open end or harem end. If anything what it shows is a lack of writing skill, the better authors are able to make their main girl, the chosen heroine, shine brighter than the rest and therefore no one is really surprised or bothered by the ending. It only becomes an issue when the author fails to sell the audience on the main girl and ends up with a secondary heroine becoming more likeable and popular, which is what has happened in this series.
