Polnareff is S tier. Kakyoin is B tier at best, he's definitely not better than Caesar. Speedwagon varies, he's a fan favorite but personally B tier feels the best for him.
Koichi is A tier.

Polnareff, Bruno and Koichi aren't jobros. They're the non joestar protagonist of their parts. Kakyoin, Mista and Okuyasu are the jobros.

Weather Report, and FF should be D tier, Koichi is too high, Okuyasu should be higher, he’s one of the only JoBros that felt like an actual friend

Why? He wasn't really even a bro or along for the journey, just popped up three times and jobbed hard. More of an enemy of my enemy deal.

By the end he had gained the respect and sympathy of both Joseph and the audience. Seeing as he was a hardcore nazi of all things, being that likeable of a character is a pretty impressive feat I would say.
It may be just my personal preference, but I would at least put him at the bottom of A.
