That movie's by a different studio. For all intensive porpoises, ghibli is gone.
Like many other studios they have their own style and stick to it unless it hampers the tone of the story.

First, that was Studio Ponoc, run by a guy who's whole career and craft as an artist almost exclusively happened at Ghibli. Second, Miyazaki and Takahata's styles are techniques were developed during the 60s and 70s, you never really lose your roots as an artist and with how much those two loved looking back at the past, they never really wanted to change nor should they.
This movie had the ugliest char designs.

No such thing. Look at Devilman Crybaby, Mahoujin Guruguru, Carole and Tuesday, and Mob Psycho and tell me how they're the same "artstyle."
They tried with The Cat Returns and it apparently pissed the old people at the studio off.
