Touma's power is to return everything to normal state, so any interference in the phases made by magicians or interference from esper's personal reality will be negated. But Reimu, she has the ability to "float" above reality. Her inherent ability is to negate "reality" itself. Her power is like the pure form of magicians and espers' power, so to speak she's like the "anti-Kamijou". I'm not saying that she would be able to always defeat Touma, but I'm sure most of their fights will end up in stalemate as both of them are in disadvantage yet also in advantage against each other.
