This hasn't been true for more than half a decade. Most anime is between 1080 and 720 and broadcast upscaled to 1080. Almost done are done at 720.

All anime is 24fps. Typically however there are only 8 unique drawings per second. Anime aren't like videogames and don't need fluid and realistic movement.
