Yes and no, the thing is Deku's relationship with Todoroki and to and to an extent Bakugou, but particularly Todoroki is that the set up itself would make for a pretty decent shoujo romance. It probably helps that unlike with shounen it's not abnormal for shoujo heroines to have sex with their love interest.
