There's one big point that I haven't seen brought up in the thread yet. During the first series, they explained that the chuunin exams aren't just a test, but also a showcase where the village can show off their new talent to potential clients. Naruto likely felt that using the ninja tools would be seen as either fraudulent or could be taken as sign that the village is weak (or just that Boruto wasn't showing off his village's strength, just the strength of the tool). In the cases of things like Kyubii or Sharingan, those are unique things that only their village has. Anyone can use the ninja tools.
