The morality is shaky at best. The Duwang gang definitely should have killed Kira on the spot and some minor antagonists (Yukako, Rohan, Yuya, etc) received way too much leniency for what they did/attempted to do.

Not OP but Kira realisticly would have lost in both encounters easily. Jotaro ORA'd his ass first time and he still managed to outrace Duwgang. Second time Josuke, Okuyasu and Hayato didn't shout for help from bottom of their lungs to call Jotaro and others.

The whole point is that the antagonists are mostly people who are bad because of happenstance or being crazy etc and that most of them aren't truly evil. The main cast fights these people and befriends them. Rohan being the prime example.
Then they are confronted with someone truly despicable and they all grow from it. Rohan literally becomes a better person where in another lifetime he could've been driven down a similar creepy evil path as Kira.
Diamond is Unbreakable is literally about real people confronted with the supernatural and what it means to be human. Its the closest thing to the thesis of Jojos other than maybe the beginning of part 1 and SBR.

I'm not going to pretend JoJo is flawless and some of these points probably won't supply you with satisfying answers. Regardless, here's my opinion as a fan of Part 4.

Morality is shaky? Okay, yeah, there's a bit of weirdness there. They're okay leaving Akira (and seemingly Kira) alive, but Josuke turns Terunosuke into a book for doing less horrendous things. I'd wager this is the result of Araki wanting a more relaxed part than the previous one, so the characters are more forgiving of their enemies and it becomes easier to befriend them as a result. I do think may have planning on sending Kira to jail as well, but even Rohan mentioned at the end how difficult it would've been. I doubt they had a big plan for what to do with Kira aside from beating him up and going from there.

Rohan and some others are introduced as pretty crazy and get off with minor reprimand, sure. But it's worth noting that both of them were given a wide berth and avoided after their fights. It was just the fact that they both came around Koichi again that winded up making them get absorbed into the friend group. So I'll chalk that up to Koichi being extremely forgiving and everyone else deferring to his judgment since he was the recipient of most of the torment.

Josuke fucking up Angelo is fine. Terunosuke was kinda weird. Sure, the guy went after his mother, but he didn't hurt her at all. He didn't even fake like he was using her as a hostage like he did with Koichi later. I guess it's just bad luck on his part that Josuke is still wary about what Angelo did.

I agree. The other element that irks me is why many of the antagonists are even trying to kill the main cast. They're just a bunch of psychotic assholes thankful some old fuck gave them powers and repay him by murdering some teens but quit it when punched in the face?

I don't think they would have let him go alive, because he would have keep killing women and probably also them if he had the chance. He was too irredeemable and he knew it. With Rohan on their side, they could have written him to be unable to kill anymore, or erase his urges away, or even make himself confess his crimes (at least the ones that could be proved, like Reimi's death), but I doubt that Jotaro would have risked leaving him alive and he already killed Dio.

That's like saying that two people that commited murder are the same, even if one killed once in self defense or for revenge, and the other killed many times because he got sexually aroused by it. He only tried to cheat Rohan and Joseph, unless you count the lottery thing as a fraud too, and he wasn't going to make a living out of it like the Lock guy, who would have killed Koichi's mom to get revenge on him, after trying to cheat him.

It's not the same than learning Italian. That info is available to anyone, but there was no logical way for anyone to know Kira's new identity. Why didn't they use Hermit Purple, even though Joseph came specifically to use Hermit Purple to find a psycho, that's actually a good question.
