It’s because everyone in BnHA wants to be a hero, even or especially assholes. It’s just like kids wanting to become youtube celebrities or whatever nowadays, they think it’s cool. No one wants to become a villain because they’re all just losers.

Shinsou's brainwashing kinda sucks, so he has a good reason not to have a god complex.
With the purple guy, you only have to hear him speak one sentence and he can make you his brainwashed slave forever.
With Shinsou, you have to answer his question first, and as soon as someone nudges you, you're free. So Shinsou can only make you do a few things, and then you'll be pissed at him as soon as you break out of his mind control.
If Shinsou abused his power, all that would happen is that he'd make a lot of enemies, people would stop talking to him, and he'd probably get arrested. He's not dumb enough to try to be the purple guy.
