The current Falconia is a fantastical version of the original city. It arises due to Femto shaping it. The Godhand have been shown plenty of times to be able to shape the world to their will. The world tree is clearly based on Yggdrasil, which connects the the various worlds in Norse Mythology. Similarly, since it is actually the body of Ganishka which had swallowed the astral plane, it anchors the real world and the astral world together. The only being we've seen that can travel in it is the moon boy, who is most likely the purified spirit of Guts and Caska's child.

Genos doesn't really qualify since he only ends up with gadgets he could have used before already when getting his ass kicked in an earlier fight.
It's also one of his main points to show up with new gimmicks after every refit
