True, but even the set-up arcs of Part 1 are better written and much more captivating than the set-up arcs of Part 2. The East Blue and Paradise set-up arcs were just deep enough to be enthralling and short enough to not drag out for too much. The Part 2 starting arcs all felt very dragged out and mundane; it didn't get to the punch until about a few dozen chapters in.

Not him (and his opinion is shit, by the way), but the fact that everything since PH onward was a giant setup for Wano instead of series of more-or-less self contained stories that also slowly built up towards conclusion (like the Paradise was) is also the trait of the story that people have all the right to criticize. "You just have to wait 7 more years/300 more chapters for a satisfying conclusion, then it'll all look better in retrospect, be patient!" is definitely not a good excuse.
