JoJos all have complete endings for their respective parts
I like it as an ending much better than the ending of the series. Madoka becoming the law of the cycle was fine but then they went and put that epilogue of Homura fighting wraiths, which I think wasn't a very good place to end on. The movie develops Homura even more, through her interactions with Madoka when she doesn't have her memories. Homura hears Madoka say she would never want to do what she did actually do, and so grants that wish for Madoka. People say the movie is too open but I completely disagree. The intention may have been to leave room for a sequel but I think the ending of the movie is a very good ending by itself. It's basically a house of cards that could fall apart at any moment but Homura just wants Madoka to be happy and thinks she wasn't while being the law of the cycle. But it's probably both. Madoka doesn't like being away from everyone she used to know but thinks that she's part of some greater good and so is still content in doing it. I also in general just like everything about it. The parts near the beginning where they're putting away the nightmares are great and really let the artstyle shine.

Because it addresses how robbed Homura was of an ending in the TV series, combined with the shortcomings of Madoka's wish, to actualize Homura's character to the next logical step, makes the villains suffer consequences of their actions, and affirm worldliness over transcendence while reaffirming the theme of love and self-sacrifice making the world just a little bit better. The ending is ambiguous enough to be left open, but still provides a sense of status quo that can be interpreted as closure.
