Not that user. I've just watched the anime and i'm starting to read the manga, but isn't that essentially what nen is. Like you can choose/develop any power but if having the compatibility to actually use it effectively is another thing.

Not having a system means you can do whatever you want which just leads to asspulls. Having a system doesn't prevent this by any means but it's still better than coming up with new powers on the fly because there's no system. I don't really know what you mean exactly by no system though. Do stands fit your idea of no system?

Depends on how you look at it. Categories do exist for stands like the short range power type. There are also rules like long distance stands being weaker and automatic stands being more clumsy.

That's the thing. The rules are mainly simple observations made on stands but it's not like stands will follow them 100%. That's why you can debate if stands really are a system. In the manga Giorno is shocked by Notorious BIG because to him it broke all the rules,

I'm not sure if I want to blame Togashi for under representing enhancers because people keep talking about how it's a great category in the comic but rarely are pure enhancers given spotlight. Then again there are only 3 punch harder characters in the whole series who are enhancers; Gon, Phinks, and Uvo. Netero is an enhancer and his ability is a multi-category stand, Bill is a pure enhancer with a growth ability, Halkenburg's guardian spirit is an enhancer with a minor manipulation function. And the majority of nen users in the series are mixing at least 2 categories into their hatsus anyways.
