Yeah except he does it in the stupidest way possible, creating an edgy super-villain of a brother who tried to destroy the exact peace he supposedly created.

Then he got so popular his villainy had to be retconned and people just overlooked how none of his goals or magic eyeball powers made any sense. He probably would've fit in just fine in Bleach though.
