(For instance, in the USA, Canada, and Switzerland, tons of people have guns, but it's only in the USA that you see frequent Pumped-Up-Kicks, and even then, it's relatively rare)

The kids of Class 1-A would be solo heroes doing small time vigilante work, eventually running into each other and forming a team. They start out decent at first but their inexperience and hubris eventually leads to huge fuck ups that result in civilian deaths. They face massive public scrutiny and in the government's eyes, they're no different than terrorists so that leads to a huge crackdown on vigilantism. The top heroes are government lapdogs and start hunting down vigilantes all over the country. While this is all going on, the League of Villains take advantage of the mayhem and begin recruiting members to plan the downfall of society.

Drop Academia and just make it like Dredd the 2012 movie and COPS tv. So just a military academy but with a higher focus on patrols and ethics of Quirk usage with a bit more emphasis on what really is Heroic/Villainous.

Slowly realizing that Hero Society is a broken fucking mess and he can't fix it by punching it. This sets up the context of a bunch of characters (Nighteye, AfO, Endeavor, etc), provides some context to who All Might is (and why he's the way he is), and would show parallels in his life / Deku's (who he is trying to guide to not make his same mistakes, which Deku does in some cases). Bonus points for setting it from his perspective primarily to emphasize the "teaching the next generation" idea.

Nighteye and Torino get introduced early and there would be more buildup and impact to All Might's final battle with AfO

Every kino rivalry in shonen has tons of homolust and gay undertones, but the problem between Deku and Bakugou is that there is no good tension between them.
I am gonna go out and say that Deku is the problem.
Bakugou not wanting to lose to Deku is fine and not liking him at all is actually fine, but Deku not pushing back at Baku with the same drive and need to one-up him is the problem.
Whenever Bakugou wants to clash Deku instantly folds.
And the time he does decides to clash with him he loses, but he doesn't feel the slightest bothered in the slightest and just accepts it like a bitch or with no passion at all.
Deku's bitchboy personality deflates any tension that could reasonably build up between the two.
There is no real powerstruggle between the two.

Naruto is far from high art, but it at least contains actual character arcs.
Sasuke was stronger than Naruto at first and was on the fence about joining Orochimaru after losing to Itachi, then their first fight happened and that demonstrated that Sasuke needed to get stronger and pushed him over the edge.
In their second fight, Sasuke's belief that he made the right choice was validated, but despite the fact that he went into the fight with Naruto intending to kill him, get a mangekyou sharingan and become even stronger, he couldn't go through with it.
In their final fight, Sasuke went in feeling bad about what he did and intended to shoulder all of the hatred onto himself, but after they fought, both were immobilized and had nothing to do but talk, and Naruto had a chance to talk some sense into Sasuke, with Sasuke resolving to help the leaf village in the shadows to atone for his actions.
