I'm working under the assumption that they were all greenlit at the same time and only announced later on, that's an assumption based on a hunch though so feel free to ignore it and call me a loser.
The best animated fight is the first half of Accel vs. Kakine, though the rest of the BR is probably the worst on average. There's one okay cut at the start of Kanzaki vs. Acqua but after that it's pretty much varying degrees of trash throughout. The last episode is the only one that's consistently good looking. If you've not read the novels and you care at all about the series, I'd really consider stopping watching and starting reading.

JC Staff isnt working on 15 different things at once now and there isnt nearly as much to cram into the Accel or Railgun anime. Most of the problem with Index 3 was that they are trying to cram so many novels in 26 episodes, which led not only to poor pacing, but literally constant movement that they simply didnt have the manpower for, hence the poor animation.
Thats the worst it gets. It spikes in quality here and there but still isnt the best. That said, some anons are actually working on fixing scenes in the anime
