That is not at all what they are going for in the Rebuilds until 3.33.
Rei in the first 2 rebuilds, but especially 2.22, actually shows more emotions and is in general more active, compared to the show.

Characters act slightly inappropriate to their original selves. Choices they make and things they do are off. Even one of their names changed.
