As a character? Maybe. Saitama was created for a single gag, Mob was created with a series in mind.
In a fight? Saitama should be able to clench it, because he's a gag character, where as Mob is closer to a serious character.
Saitama needs some serious character development, but part of me thinks that would go against Saitama and his "already developed physically and mentally" character.

I'll be frank: Mob is boring as shit and I think the series is ABSURDLY overrated. I kind of get why you COULD like it, but boy do I not like it.

I really don't understand the hype it gets, its kind of funny and boring in parts but i've only seen the first season so maybe it gets better
The Mogami and Reigen arcs are some of the best episodes I've seen in an anime in a while. They both take place during the 2nd season so I'd recommend for just that even if you didn't really feel the first season.

Well ONE seems to be interested in dealing with the problems that surround saitama in the manga, that coupled with the stuff that happened in the webcomic he is probably going to expand on it moving forward, saitama can't keep brushing off this stuff and it seems to be happening more frequently.

Different flavors really. Mob is a bland-ish character who seems uninterested in the world but then learns to show more emotions and think for himself so you grow to like him.
Saitama seems like the version of Mob you already like but all grown up with no room for character development.
Both are amusing unique characters and don't really seem too interested in the Shonen setting they're in, just their own lives because they're so OP.

OPM is about a guy who has lost touch with his humanity because he has nothing to struggle against. It posits that it's not the end goal that gives human beings meaning to our lives, it's the journey to get there.
Mob Psycho is great but there are plenty of stories in fiction of all genres that deal with the concept of growing up and becoming your own person.
I can buy the argument that Mob Psycho is better executed as a story, but it's a theme that's been done to death.
