Lets say you were playing baseball, you are a pitcher.
You are allowed to use gloves, a hat, contacts etc. all tools in a sense, but you are allowed to use them because they don't augment your skill.

Now imagine a pitcher that hauls out a pitching machine and uses it to pitch for him. It's a tool. Why is this not allowed? Because it takes all skill away from the pitcher and puts it on the machine. At that point might as well be an automatic batter vs a pitching machine.

Even without scrolls, you use chakara to throw them. Her fan used chakara as well.

The fact that anyone can use it is half the reason its so broken. Imagine giving all your ninja in the village this thing, including the lower ranks and would-be-dropouts. You would greatly raise the base average of the village and give your more naturally skilled and higher ranks a wider range of options in combat. And the other half of what makes it so broken is how much it would reduce the amount of training needed before putting them into the field. What once took years of training to build up the skill and power needed to perform these abilities is made irrelevant. You could effectively mass produce ninja with at least average effectiveness with these things. And thats just with the tool as it currently is, imagine if it was improved.

Honestly the potential of this tool to reshape how the entire ninja world operates if you stop to think about it is terrifying.
