I doubt it's an oversight since it wasn't fixed in the volumes. And considering the recent events with Kyo seemingly being erased from existence there's possibly something to do with multiple timelines. The sequence of events during the Kira/Josefumi backstory are also kind of suspect.

I'm going with the mystery man being Kira's dad until proven otherwise. Not sure about the baby. I don't think the ages match up to any character in Jojolion so far, though possibly some characters are lying about their ages. The baby washed up in 1901 so if it's still 2011 in the story the baby would be over 110 years old, probably 112 or something. Which is within what we know about how long rock humans live for. For all we know the head doctor is that old and he's lying about his age. Could possibly be why the age has been mentioned so much.

The Josefumi thing is fair, but Kira is Johnny’s decedent and alternate Jotaro, there’s no reason he wouldn’t have the birthmark, especially if Kyo, his sister, does have one.

Yasuho and Joshu had them aswell and soon after they awakaned their stands, and this happened when they got close to the wall eyes.

SBR Giorno’s stand is named Dragonforce and it let’s him breathe different kinds of elements from his mouth and his hands
Dragonforce has a Crossfire Hurricane like attack named Through Fire and Flames.
SBR Jolyne’s stand is named Nightwish and it let’s her any element Dragonforce breathes into weapons and armor both of them can use.
Nightwish also has a secondary ability that can turn SBR Jolyne and SBR Giorno intangible called Ghost Love Score.

And yes, that means they can wear armor made out of lightning and wield plasma swords.

Maybe in the alternate universe that photo is from, Josefumi is the descendant of Johnny. And Kyo isn't anywhere in the photo so there's no telling if she even exists in that timeline. Perhaps the universe where Norisuke is killed is this universe considering Kyo isn't in the family photo in the chapter this happens in.
