Japan has some niche areas in video games and anime, but overall Korea is dominating when it comes to things like makeup, TV/dramas, music, etc. I'd say Japan has an edge when it comes to street fashion, and Uniqlo is making slow progress when it comes to more mainstream clothing. Japan's independent music scene has more influence, but it's too small of a market overall to really influence soft power.

K-pop is more popular than ever in Japan, Southeast Asia, and North America. Even girl groups are touring again in the west, which hasn't been a thing since 2nd gen K-pop. They are also headlining festivals and perform on late night in the U.S. Unless you're Chinese and feeling the effects of THAAD, I don't see why you would think K-pop is waning in terms of influence.

Japanese games have been mainstream since the 80s. Almost all popular game ips belong to Japan.
Anime is now mainstream even in the west. Since the 70s pretty much every kid watched some kind of animd and hundreds of millions are watching anime currently(China alone has more than 100 mil) I didn't even know a country called South Korea existed until I'm like 20 because there was no cultural influence from there. No other country is close to America and Japan in terms of soft power. Maybe only Britain beats Japan in the west but that's it.
