Indeed, Griffith hasn’t been shown as a character with actual motives, instead of an husk of his former self for a long time. I personally hope that in the end he will turn against the Idea of Evil, because this is the only way for Guts to accomplish his goals, otherwise even if he kills Griffith thanks to the connection between him and the Moon child in the end they will end up in the vortex of souls or he will become only another Skull Knight. I don’t know if this is the direction towards which Miura is planning to take the story but doing so will restore Griffith in my eyes, he has always been my favorite character and him regaining a central role in the story by defying fate and causality will make his character arc complete. I know that his accomplishments were all part of the Idea of Evil’s plan and that Guts has always been the true underdog, but I don’t think that Griffith is a person who can be satisfied by being handed over his dream, he has always fought for it without knowing what his fate was and deciding to rebel will make him finally gain something without any external intervention. I think that this would be a fitting conclusion for his story

It's no longer bleak or oppressive, with these sad undertones. It now feels toothless in a lot of ways.

I think it's all intentional, the entire direction of the art, like a fantastical uguuu~ filter has been draped over the world by the void, as they prepare for their shadow play of the Skull Knight's empire.

Of those things, he's only really pushing basic public education (as a conduit for nationalism), but yes, it does seem to be a mix. The ideas about awarding citizenship through conscription are very Roman, though. You'll notice that all of his ideas are centered around bolstering the military and, through it, loyalty to his regime. I think it's a mistake to claim that he's pushing real social reform. He just wants to expand his powerbase to lay the foundations for his empire.
