I think Urogue, Bege and Smoker all look genuinely great with their designs and colour schemes. In particular, Smoker sands out with the simple but effective pirate design that is so rare in One Piece.
As for the worst designs, I'd have to say that Tashigi takes the cake as her outfit looks terribly thrown together with that god awful hat and a mixture of unflattering colours.
That last point is the key takeaway here though as the biggest problem with almost all the designs are the colours and how they either look way too bright or don't mix well. It turns what should be simple, acceptable design, like Sabo's outfit, into something garish to look at or just painfully average in most of the other characters cases.

That's a decent shout, I could definitely see that being the case. I think that Smoker design screams strong henchman so he could just play the muscle and try to keep a low profile by appearing intimidating.
I just really dislike how the variety of colours have been used in the designs. By all means, using bright colours and mixing them in outfits is entirely possible, but it needs to be done in a measured manner and, ideally, in combination with some simpler colours to tie outfits together. That Sabo outfit in particular just screams this issue as you could make really interesting use of the bright colours, like the teal or red, on the outfit but when simply shoved all in together it looks terrible. A full brown suit and hat contrasted with the red shirt, goggles and white tie would look genuinely good.

And Sabo having the fruit doesn't negate any of the Ryusoken combat that Dragon taught him that Ace never learned, or his backstory as a Noble that ties into why he's with the Revolutionaries (both of which are unique to him). In fact it's been stated multiple times in the story that a Devil Fruit's strength is all about how the user takes advantage of it, and Sabo already displayed his own methods of using it. Not from the vast majority of what I've seen. And yes you are correct, him having the fruit takes away none of that, but him having the fruit overshadows those points because on top of him (foreshadowed or not) being Luffy's 3rd brother right after Ace dies and then he gets the fruit in his very next appearance, it's as if Ace never left. To me that feels more of a regression of killing Ace off and writing in a new Ace to take the spot. I know that isn't the actual case, but that's how it feels and for many fans too, which I find to be poor storytelling, when by comparison just giving Rebecca the fruit and letting her development a little more as a fighter with it would have helped her out and Sabo not having it would have left us more time to focus on what he's learned specifically and him again rather than him being Ace 2.0. I do agree its more meaningful for Sabo having it than Rebecca though, but Luffy himself was also fine with her eating it if you recall.
I did state I didn't like Rebecca and I read it. The fruit could have ultimately gone to anybody, I just personally find distaste in the fact that Sabo has it. It as I said above, feels as though it overshadows other aspects of his character anymore.

I feel like that's a very surface level way to look at Sabo getting the fruit but that's fine I guess. I just don't think Sabo existing erases the trauma that Luffy went through when Ace died. Him returning is just another instance of inherited will in the series.
Rebecca too inherited her mother's will as a pacifist which is why she never directly harmed anyone when fighting in the colosseum, much like how the colosseum actually operated in the days before Doflamingo took over. Sabo not getting the fruit and Rebecca getting it instead would be a lose-lose in that regard for both of them.
And Luffy ultimately just didn't want Burgess or Doflamingo to have it. If he won it he'd probably end up offering it to one of his crewmates in all honesty, like when he offered it to Franky.

Can I just say that the Straw Hats for the most part have been incredibly boring since the timeskip. I haven't cared about a single one of the crew's fights in the vast majority of the timeskip, mostly because they've been pure squash matches, Sanji got some time to shine. Luffy has been the only one to get any interesting fights at all in the crew, the rest are so boring and lackluster anymore for the most part. Outside of the crew though, tons of people get them, Law has had tons, Smoker had some moments, Carrot had hers, Kinemon has had his, Bart and Cavendish, etc.
The SH in general are just boring, I don't really think its a fault on Wano honestly, it feels like Oda is just tired of writing them largely, because the side characters for Wano have been interesting and having little fun dynamics.
