She just never fucking tried it. Like , Ochako's quirk is always activated. She probably only used her quirk on people whose own quirks require to be activated by the user.
For example, if she transformed into Kirishima, she would have to activate his quirk to harden up. But if she transformed into Tooru, who's invisibility quirk is permanently activated, she would technically be using her quirk too. Her Tooru wouldn't become visible.

People call it an asspull but there's no evidence of that. Others only presumed she could only change into other people. She's not surprised by the fact she can use other's quirks, she says near the end she watched how Ochako did it so it's inferred she has to observe the quirk before being able to use it herself. The only way it could be an asspull is the fact she never used other's quirks until this chapter. It's also mentioned in chapter 19 extras that her original design was to also be able to copy other people's quirks, so it was planned from the start. Even the fear of death line that people have complained about. It's stated earlier in the series that near death experiences can enhance or trigger an evolution in someone's quirk. I don't get why people are mad with characters in a shounen series getting new abilities, it fits within the manga's internal logic.
