Lots of castles in Japan are like that. It's usually because the Murricans bombed them until nothing was left and rebuilding them historically accurately was considered too expensive or inconvenient after the war, like how the original stairways were often so steep that they might pose a safety risk for visitors. So they just built modern concrete structures that only resemble the original castle from the outside.
