He does have character development though. Just look at his interactions with Alecdora in the Royal Knights Tournament. The way he interacts with Sylph also shows his growth. She goes from a mysterious power to an ally that he unlocks in the Capital Raid Arc. Finally he proves to Alecdora that he's worthy of Vangeance's praise by his own merit.
He also has his moments of weakness most notably while having to interact with other such as during the Hot Springs Arc.
