Having read Fire Punch, I can't help but feel it's a ruse.

1 devil per fear. the fox devil just shares it power since its on good terms with devil hunters. but not everybody can summon the head.

The trick is to get audience to expect casualties so that theyre always on their toes about someone dying. Fire Punch achieved this for Chainsawman so characters dying isnt going to be too common but it will happen.

They do well enough to not get axed like the u19 club, but not good enough to be completely safe from the axe.
Some series like Act-age, kimetsu no yaiba, dr.stone and the promised neverland graduated from the 30k club and do pretty well for themselves now.
But some members still succumbed to the axe(see robotXlaserbeam, Salmon, magico and also psyren I think.)
The club president Hinomaru zumou is mostly famous for being in the 30k club for pretty much it's entire run and starting the meme.
So immediately skipping over the 30k club is pretty good, the last series I remember skipping the 30k club like that was jujutsu kaisen which is doing really good the last time I checked.

It's been made pretty clear multiple times that Denji's case is completely unheard of and an enigma.

We don't know what Denji is. He's effectively a Contractor/Devilman hybrid, since he made at least two contracts with Pochita before Pochita fused with his corpse.

Devilmen can't make contracts, something that was mentioned when Power was advocating killing Denji, which is why hybrids can't really be a thing. Denji managed to subvert this somehow by essentially establishing his terms for his second contract before he died and turned into a Devilman.

Timeline on this:
-Denji finds wounded Pochita
-Denji unwittingly makes a contract with Pochita becoming a Contractor
-Terms were "I give you blood to heal up in exchange you help me"
-Pochita accepts probably because he was dying at the time
-Later on Denji unwittingly establishes the terms for his second contract
-"If I die then you can have my body and use it to run away"
-Denji dies and Pochita confirms his side of the contract mentioned before
-"I will become your heart and in exchange you show me your dreams"
-Denji's corpse is possessed and he becomes a Devilman but retains full control
-Devilmen are devils possessing corpses, the human side is already dead so they don't really have a human "half" (this is why Power is so feral)
-Denji somehow managed to subvert this through a bunch of pre-established contracts made before he died and has effectively "come back to life" rather than just be a devil's meatpuppet

The stronger the power is, the more the devil can ask for. There's no reason for them to take less considering what they can bring to the table. Whatever the sword is, it's probably strong as hell since Aki is so certain that he can use it to cut through eternity devil's stomach.

Pochita/Chainsaw's terms are probably the most lax terms ever (show me your dreams), which is people think he's some kind of heroic devil ala Sparda from DMC, along with the fact that other devils hate and fear him.
