This is not a good page. The panelling is atrocious. The arm reaches from the top left to the bottom right. But when you look at the individual panels, they are clearly meant to be read form the top right to the bottom left. The focal point of the page, the arm, pulls your eye in the opposite direction of the action in the background panels. The result is a complete mess. The page is left with no sense of panel flow. The background panels, between the fingers, seem pointless due to the prominence of the hand.

The manga already covered this. Quirks don't evolved but the users can find new applications to them they never knew and update it especially when they're younger. Not everything has to be foreshadowed. Writers need to conserve detail, forgot unnecessary, it's bad writing to go into less important things too much. This is the development, the reveal so that this element can be used in the future. It doesn't require a stretch, it's consistent to what we know about the character despite being new and matches up with the themes represented by her as we understand them.

Season 1 and 2 were good. And so was roughly the 1st half of season 3. Hori was genuinely passionate about MHA because he thought it would be his last hurrah as a failed mangaka.
It's just that around the time the anime came out, when Hori was writing what would later be the middle of season 3, Hori realized he had a success on his hands and would need to start playing the shonen game (padding and filler arcs) if he wanted it to last.
MHA still has some good moments, but it's clear that Hori only had 100 chapters worth of good ideas.

My thought is that it is a poor translation. It does not say anything about her being perverse or dominant in the Japanese raw. What it says is that she is "sick" as in her love is perverse, and she is forceful as in that she goes after what she loves. This can be argued is the same thing, but it really isn't.

As for the quirk evolving, that isn't all that strange. Even if it is just her coating herself in slime, that slime if it copies the DNA of that other person, should at least in some cases give her the quirk of that other person. If Ochaco's quirk is tied to say her skin or her fingers, then copying her fingers should in theory give Himiko that power. the problem comes when the quirk is something internal that can't be changed with the slime.

Not really. It redeems her more than it just being some one single random thing. Himiko would have grown up normally but just with a love for blood if society had not tried to suppress her natural instincts. Look at that scene where she was sucking blood with a straw. She was crying. She did what felt natural to her but she was crying because she had always been told that this would make her a bad person. But the bad thing wasn't her fascination with blood, but rather her killing or hurting other people as well as her doing so without their consent. If her parents just hadn't been such disgusting people, calling their daughters smile creepy, it could have all worked out. Instead of calling her creepy, simply explain to her that blood was beautiful because if she got permission from another person to take it, it would have been proof of real friendship while taking it without permission meant that the blood lost it's value. A simple rule like that would have helped Himiko a lot.

So Himiko's background really is tragic. She doesn't even want to see herself as a victim because if she did then she would be weak and it would mean that she was still a victim. Do you really think she wants to run around and hide all the time? She makes sure to dress as a high-schooler because that makes her life easier. She wants friends and family and just be accepted. But life is hard. If she accepted that she was a victim back then, that would mean that all she is doing now isn't something she actually wants to have.
