It's important for Hachiman to confess to a girl he liked, or else it would show he hasn't matured as a person. He needs to do it, regardless what happens.

People fail to see how broken Hachi is, Hes already gone behind her back in order to do things his own way. 13 ends with him going to rescue her. so either 14 has to change Hachi a lot in order to not resolve things his way ( which will alienate Yukino ) or she firgives him , honestly she doesnt seem the type too.

He does against her wishes in 13. she tells Hachi not to save her this time yet he goes off to leaving yui in tears.
Volume 13 already ended with Hachiman realizing his methods suck and Yukino is better at solving projects. He went behind Yukino's back to talk to Yukimom about the Prom proposals. The relationship is over and the club is closed, it's up to Hachiman to act on his own feelings rather than through projects. Pursue the genuine, or not.

then Hachiman will not have changed at all and him wanting "the real thing" would have meant nothing. Oregairu is a story of change and coming into ones own. Hachiman must do that. Him returning as a loner absolutely cannot happen.

Iroha is probably the least terrible choice if Hachi doesn't change, which I don't see him doing, despite all of the talk. Yui is a flake, Yukino Won't forgive. If the author wants an end where he's with somebody he has a relationship already with she's the only choice.
Yet there's been little hint of him doing so. If you think that the final problem won't be solved by Hachi.. Really? When has a LN ended where the protagonist just had to sit on the sides while others sort themselves out?
Hachiman hasn't really solved anything, he only makes the problem worse. Either he changes his methods (something that doesn't involve something terrible or self-sacrifice) or does nothing.
