I’m aware people don’t exactly like this powerup because it feels somewhat out of nowhere, but I don’t really mind too much. It does rely on the whole Shonen “in my moment of need, I get stronger” type of deal, but I dunno. I feel like it’s a decently natural evolution of her quirk, since it had limited use offensively. I think it’s somewhta better than having her be able to beat a pro-hero who specializes in hand to hand combat, even if it was just a single interaction.
If it had been said beforehand that she gained a new power or something, or her quirk had gotten stronger, it probably would’ve been obvious. This just preserves the drama. I feel the hate towards this instance in particular is somewhat overblown, and more an overreaction cause of the 7 quirks thing.

The QLA were always just a buff for the League of Villains. Hori probably hyped them up too much, but that is probably because Shiggy is meant to acquire most of what they have so he can create stakes.

The big issue here is Hori's poor planning early on. The LoV have acquired a loser whiff because of how early they show up and he is trying to undo that at the cost of realism, but most of the fanbase doesn't care.

Momo is honestly 100% the Nico Robin of MHA. Both of them have broken as shit abilities, but since they're so shit at combat overall, they fail at fully utilizing it.

I'm serious dude, put Momo's abilities in the hands of someone like Chisaki and he'd probably be able to make all kinds of crazy shit with it like a mini railgun and a gatling shotgun or some shit or his very own quirk enhancer to make even MORE crazy shit. Most Shonen Jump mangas doesn't have more than one or two lasting villain groups during the entire series with the exception of mangas like One Piece.

Naruto mostly had Akatsuki for the most time and to a lesser extend Orochi which ended up being an "ally" and the secret final boss no one saw coming.

Bleach was one faction per arc, Arrancar, then the dudes with powers and then for the end the Quincy, when one faction lost their boss either by dying or being imprisoned it didn't pose a threat anymore.

And in current mangas we have Kimetsu no Yaiba with only the demons as the main villain group, The Promised Neverland everytime that adds a new villain group on an arc they usually die in that arc like Goldy Pond or the mercenary guy.

The League of Villains are final boss potential, no other group is going to defeat them and Shiggy is meant to progress in parallel with Deku to see both of them grow until their final battle, I think having many important group in a series usually ends up with some of them just being forgotten and not really used.

More logically quirks just become more apparent as you go through puberty and use them.
Toga could mimic others it's not reaching to think that it would allow her to use other people's quirk. Same as Tsuyu, she's frog-form but only realized many of the aspects of her quirk over time.

inherent durability is tied to the quirk.
Bakugou can stand his own point blank explosions, Endeavor can endure the same heat that melts everything else, Iida doesn't suffer from whiplash, etc.
the ability to place mines probably doesn't come with a lot of durability, since you'd be using it mostly strategically at range

I assumed that would be the twist to her Quirk, honestly. She talks a lot about "becoming" the people she admires, and her knife-fighting and acrobatics skills are weirdly advanced for a 16 year-old who isn't some kind of child soldier. Absorbing memories and mannerisms and skills with enough blood would have made sense.

Well, aside from the fact that Ochaco is a hero and isn't going to try to kill anyone because of that, you have to remember that Toga being able to use her quirk was a surprise. Ochaco's most fierce use of her quirk yet was sending a hailstorm of debris to rain down which is just about as impressive and potentially lethal as this and she banked on Bakugo destroying it with his power, she just didn't think he'd also blast her away. Had she been able to touch him, she could've won and that's something everyone knew which is why she went through all the trouble.

Now that everyone knows Toga can use the quirks of the people's blood she takes, they'll be on guard for that.

It would result in him becoming Quirkless after the first transfer.

One For All has two characteristics: "can be transferred" and "gains power over time". Nobody can have more than one quirk without going Noumu - even someone like Todoroki has one quirk with two aspects - so Monoma isn't gaining new Quirks, he's temporarily changing his Quirk to mimic the characteristics of others. His Copy Quirk would therefore go from "can mimic X other Quirks for Y seconds" to "can mimic X-1 other Quirks for Y seconds + can be transferred and gains power over time for Y seconds".

He could then transfer his whole Quirk to someone else, and after Y seconds passed they'd have their original Quirk and his original Quirk... or perhaps the two would have fused, since part of One For All's growth seems to involve gobbling up other Quirks it contacts. At that point, you have one of three situations:

1) Other student has their Quirk + Monoma's Quirk, and need to touch Deku again to transfer it back.
2) Other student has their Quirk + Monoma's Quirk, and explodes because without the pseudo-One-For-All their body can't handle multiple Quirks.
3) Other student has a new fusion of their Quirk + Monoma's Quirk created by the temporary One For All, and there's no way to separate the two.
