Boros is roughly in the same league as monster Garou (ONE claims it would be a good match), who's at that point stronger than almost every hero. Tatsumaki probably doesn't have the ability to counter his overwhelming life energy, so psychic attacks would do very little.
Orochi is likely as strong as Garou, but he seems to have hit his peak. This would probably be the most even match for Boros, as I see it.

ONE said that he didn't know who would win between Garou VS Boros, so they're probably on an even footing of Lesser God/Greater Dragon

How is Boros not a "God level" threat? Not only was his spaceship able to destroy a big city in seconds, Boros himself could've destroyed the entire planet. Not to mention there is no heroes, except maybe Tatsumaki, who could manage him.

The classification system is already kind of silly because I feel like most strong dragons could destroy all of humanity if they just had enough time.

If Boros is a God, he is barely so. He isn't able to waste his energy, since it slowly kills him, which is really his biggest weakness. He also relies in his minions for quite a few things.
By the power rankings, you're probably correct. However, threat levels are based on perception rather than total ability. Boros on his own can get intercepted by Saitama (or maybe Blast), whereas the monster assoc. could kill the majority of people because they outrange and outnumber the S-class. From that perspective, unless he instantly decides to burn the planet's surface, he is more like the absolute highest Dragon, only being held from God because of his motives, kind of like how some heroes might make the cut for higher classes but stay lower for various reasons.

Deku has the same level of depth as literal side character.

The hard limit is Saitama. Other characters can only hit a power ceiling, so any fight between them is going to be based in skill and abilities rather than having a higher or lower power level.
