I'm probably going to watch s2 when they all come out but is saitama actually recognized as the strongest hero yet or is more of that right place at the right time and giving other people credit while he gets looked down on by "stronger" heroes?

He doesnt get credit until after the MA arc when he fights Garou and some S class notice him in the webcomic. Otherwise only one guy sees how strong he is this season and that's Suryui. Also even after beating Garou when the s class had trouble he's only promoted to A class rank 39 and some think like bang or flash where the see his potential or don't think he's overpowered and is just only strong.
Going by just the animated series alone (not the original webcomic or manga) Silverfang/Master Bang seems to suspect that Saitama is strong (although he started on observing Genos being OP first) and now by S2's first episodes now King and Fubuki know. Oh and Unlicensed Rider knew from S1 and a few C Class heroes have seen Saitama in action of which I can't remember how many. Sonic Ninja doesn't count as he isn't a hero and he seems to think he hangs in Saitama's weight class anyways. But for all we know some S Class heroes like Silverfang probably have been tactfully observing Saitama. I haven't read much of OPM but I'm pretty sure the mysterious cyborg Genos had an eye on probably suspects Saitama too. Who knows how many S Class one might?
Bang sees him like Flash where they know he's strong but he had the potential to use his powers more effectively and needs a teacher to guide him. Drive knight is hard to tell though I doubt he knows since he barely appears and haven't seen Saitama in action. By the end of the Garou arc the s class that saw his strength was Flash, Zombieman and Amai Mask(I know he's A but still). Tatsumaki fought him and knew he held back but she still thinks if she was at her full health she would beat him easily. Metal knight suspects him more as an anomoly with how he grew in rank and was at nearly every event the s class was called for but also blames him for his losing of contract with the association. Manga might have more people see him since the other lower classes are there.

Yeah the directing is atrocious, most scenes come out feeling underwhelming or boring and the OST leaves a shit ton to be desired.
I searched the page where the manga tries to justify it and the next pages include a clown that juggles the food creating a centrifugal force that makes the method superior to a pressure cooker and an executioner whose secret is being sadistic to the meat which allows her guillotinee to cut it in extremely thin slices.
